Discussion with Registrar of Ambhekar Open University, Ahmedabad at his office. The main aim of the university is to offer post-school education for all particularly those in remote areas and the disadvantaged community.

"Computer Education on Wheels" - The bus was converted into computer lab and travels to remote areas of Ahmedabad to expose rural folks on IT education particularly the use of internet to enhance their quality of life.

Tinjauan Terhadap Keterlibatan dan Efikasi Guru Besar dalam Pengurusan Kewangan Sekolah

Abstrak

Kajian ini dijalankan bertujuan untuk meninjau penglibatan guru besar dalam pengurusan kewangan sekolah dan juga melihat tahap efikasi pengurusan kewangan guru besar. Disamping itu, kajian juga ingin meninjau sama ada terdapatnya perbezaan penglibatan dan efikasi antara guru besar yang pernah berkursus kewangan kelolaan IAB dengan mereka yang belum lagi hadir. Seramai 67 orang guru besar daripada Zon Utara yang dipilih secara rawak terlibat dalam kajian ini. Instrumen Keterlibatan Guru Besar dalam Pengurusan Kewangan Sekolah (Sazali, 2006) dan Efikasi Pengurusan Kewangan Sekolah (Sazali, 2007) digunakan bagi mengukur keterlibatan dan efikasi guru besar dalam pengurusan kewangan sekolah. Statistik min dan sisihan piawai digunakan bagi mengukur keterlibatan dan efikasi guru besar dalam pengurusan kewangan sekolah. Manakala statistik anova sehala digunakan untuk menguji perbezaan min antara guru besar yang pernah hadir berkursus dan yang belum lagi hadir kursus dari aspek keterlibatan dan efikasi pengurusan kewangan. Hasil kajian menunjukkan 26.9 % guru besar melibatkan diri secara minimum dalam pengurusan kewangan sekolah, manakala selebihnya (73.1 %) melibatkan diri mereka sepenuhnya. Kajian juga mendapati 49.3 % guru besar mempunyai efikasi pengurusan kewangan pada tahap sederhana dan rendah, dan selebihnya (51.7 %) mempunyai tahap efikasi yang tinggi. Ujian Anova sehala mendapati tidak dapat perbezaan min yang signifikan antara guru besar yang pernah hadir kursus dengan guru besar yang belum hadir dari aspek penglibatan mereka dalam pengurusan kewangan sekolah (F = 2.589, p = .061). Namun kajian mendapati perbezaan min efikasi pengurusan kewangan yang signifikan antara guru besar yang pernah hadir kursus dengan mereka yang belum hadir kursus (F = 5.660, p = .002).

Dato' Ahamad Sipon. He stressed on the importance of continuous professional development of educational leaders in order better understand the macro and micro structure of the education system. He also discussed at length on the roles, dispositions, attitude of the school leaders.

Tan Sri Datuk Seri Panglima Abdul Rahman Arshad. He was passionately believe in the equity of education. Leaders should be able to identify the needs of the needy and think creatively in providing quality education to these disadvantage groups. He also pointed out in order to be good leaders, one should put self-interest aside, and must focus on big picture of nation-building.

Tan Sri Dato' Dr. Wan Zahid bin Mohd Nordin : His ideas of leadership were focussed on how to manage change initiatives. Among the most important leadership attributes that he believed can bring about change effectively were 'clarity of role', 'leadership readiness", "task-focus", "commitment", "passion", "knowledge", "risk-taker", "courageous", "engaging the stakeholders (politicians/NGOs)" and "self-confidence". He also stressed on two values that leaders should believe and subscribe on, i.e. "that all teachers are good" and " that all students can learn".

Tan Sri Dato' Alimuddin Md Dom : Emphasis is on school leadership that can maintain status quo. To him school leadership is about the art of influencing teachers to do their jobs effectively. Principals/Headmasters must be able to manage and administer school diligently in accordance with the standard procedures, rules and regulations.

Tan Sri Dato' Dr. Abdul Shukor Abdullah : School effectiveness is a function of leadership, and school leaders must continuously seek and enhance their knowledge through formal and informal self-development. He stress on the importance of understanding the leadership theories that can helps leaders to make significant change in their schools.

School Improvement Program for Indigenous Schools

Involvement in this program had given me the insight of how to uplift the academic achievement for these remote and underprivileged children. Many factors accounted for the low performance of these schools which include school leadership, teachers' factors, monitoring system at district/state level and obviously the environment. I will discuss on the school leadership factor first.

1. Leadership : All headmasters in these schools are new and it was their first appointment to be a leader thus they have inadequate experience & knowledge particularly leading the underprivileged schools. Their accumulated prior experiences as teachers & senior teachers could not help much because there are huge gap in term of human capital, infrastructure, school environment, & surrounding community between their former schools and the present ones.

2. Teachers : Most of the teachers are young, energetic, enthusiastic but lack of experience since it is their first posting as teachers. They experienced cultural shock because the theories that they learnt at university/college could not be applied effectively. They also find difficulty in adjusting themselves within school and the surrounding community.

Dr. Sazali Yusoff is Senior Lecturer at Institut Aminuddin Baki Northern Branch, (National Institute of Educational Management and Leadership) Ministry of Education Malaysia. Prior to this appointment he was Head of Department for several departments, namely the Department of Finance and Administration Training, Department of Quality Management, and Department of Educational Research and Development. Before joining IAB, he was attached to Perak State Education Department as Curriculum Officer. His career began as a Physics teacher in several schools in Pahang and Perak. His interest in academic activities has brought him to the world of academia by actively involved in research, writing and editing several journal articles, proceedings, and books. Dr. Sazali has presented various research papers on school leadership and management, both locally and internationally. He was a panel in designing, implementing and conducting specialized courses for Omani Educational Leaders and UNESCO programme for G15 countries. Currently he is the Secretary-General for Malaysian Society for Educational Administration and Management.

Selection of School Principal

1. It's high time we reexamine the system of principal selection. We believe that the school principal has major role in determining the school success. Hence the traditional selection of school principal must be reexamined to ensure the current needs of stakeholders and parents are met.

2. In facing future challenges, the post of principal must be opened to all. Teachers who feel that they are capable of becoming principal must apply for the post and the 'selection committee' will determine the suitability of the candidates.

3. The appointment of principal is by contract of not more than 5 years. During his/her tenure he/she may withdraw from the post if he/she feels that is no longer capable. On the similar tone, the 'selection committee' may also terminate the appointment if they are satisfied that the candidate is no longer fit for the post. Once the contract is due, the 'selection committee' may extend the appointment if the principal's performance meets the specified standards.

4. The principalship post is NOT a promotional post. Hence, those who are in principalship position would be still in their prior salary grade. Nevertheless, they should be getting a reasonable and attractive amount of allowance to commensurate their responsibility and accountability.

5. During his/her tenure, s/he is eligible for any promotional exercise and if being promoted to a higher grade he must remain as principal until his/her contract completed and at the same time receiving his/her new salary scheme.

The influence of headmasters’ self-efficacy and emotional intelligence towards
teachers’ collective efficacy and school organizational climate

Abstract

This study was carried out to explore the influence of headmaster’s attributes towards effective schools. The headmaster’s attributes being studied were their self-efficacy and emotional intelligence. Whereas, the attributes of effective school being studied were teachers’ collective efficacy and school organizational climate. The unit of analysis for headmasters attributes was headmaster, and the unit of analysis for effective school attributes was school. A sample of 158 headmasters and 787 teachers from 158 primary schools in Kedah were randomly selected for this study. Primary School Management Efficacy Scale (SEPSeR) and Emotional Competency Inventory – Version 2 (ECI) instruments were administered to the headmasters. Whereas, Collective Efficacy Scale (CES) and Organizational Health Inventory – Elementary (OHI-E) instruments were administered to the teachers. CES and OHI-E scores for every teacher in each school were aggregated to give school’s scores. Factor Analysis statistic was performed to determine the number of factors of SEPSeR instrument which was specially developed for this study. Step by Step Multiple Regression statistic was used to determine the influence of headmasters’ self-efficacy and emotional intelligence towards teachers’ collective efficacy and school organizational climate. It was found that headmasters with high self-efficacy were able to influence teachers’ collective efficacy, and all aspects of school organizational climate except teacher affiliation aspect. Headmasters’ emotional intelligence was found to have influence on all aspects of school organizational climate. However, it was found that teachers’ collective efficacy was not influenced by headmasters’ emotional intelligence. Specifically, the social awareness cluster of emotional intelligence was found to have influence on institutional integrity and resource influence aspects of school organizational climate. Whereas, the social skill cluster of emotional intelligence was found to have influence on 3 out of 5 aspects of school organizational climate, that is, collegial leadership, teacher affiliation, and academic emphasis. It is proposed that future studies should measure the headmasters’ emotional intelligence from various sectors of assessor rather than from one source of self-reporting only. And also the study should focus on how the headmasters’ self-efficacy influenced the teachers’ collective efficacy and school organizational climate, and how headmasters’ emotional intelligence influenced the school organizational climate.

Principals' Self-Efficacy

School principals’ self-efficacy and its relationship with Schools’ and principals’ personal attributes.

The purpose of this study was to develop a scale measuring school principal’s self-efficacy and also to explore its relationship with schools’ and principals’ personal attributes. In the first stage of the study, 40 school principals were invited to provide written description of a number of challenging and difficult tasks, problems and decisions that they had confronted in managing school. Responses from the 40 principals generated a total of 45 problem situations. These problems were then converted into 58 items likert-type scale and named as Malaysian School Principal Self-efficacy Scale (MaSPSES). Experts in the fields of psychology, measurement, and school management were invited to review and validate the scale. In the second stage of the study, the scale was administered to 110 school principals. These principals were participants of school management course conducted by Institut Aminuddin Baki, Ministry of Education Malaysia. Exploratory factor analytic procedures with varimax rotation were used to determine the structure of the scale. Six components were extracted: managing academic success, managing staff, managing pupil affairs, managing school facilities, managing school finance, and managing school-community affairs. Cronbach alpha was used to measure the reliabilities for each sub-scale. Reliability coefficients for managing academic success was r = .987, managing staff (r = .942), managing pupil affairs (r = .920), managing school facilities (r = .787), managing school finance (r = .823), and managing school-community affairs (r = .719). School’s attributes were measured by pupil enrolment and school-type. Whereas, principal’s attributes were age, tenure, number of posts held prior to principalship appointment, and peer-support. Statistics used in the study were eta, biserial, and point biserial correlations, and means comparison. It was found that pupil enrolment was related with principal’s efficacy on managing academic success (rb = - .236, p < .05), managing staff (rb = -.193, p < .05), managing pupil affairs (rb = -.311, p < .05), managing school facilities (rb = -.259, p < .05), and school-community affairs (rb = -.289, p < .05). Peer-support was found to be significantly correlated with managing school-community affairs (rpb = - .210, p < .05). While number of post held prior to principalship appointment was positively related with principal’s efficacy on managing school facilities (r = .255, p < .05). It was concluded that higher pupil population had negative impact on principal efficacy on managing academic success, managing staff, managing pupil affairs, managing school facilities, and school-community affairs. Whereby peer-support was only related to principal efficacy on handling school-community affairs. Interestingly, the number of post held prior to principalship appointment was only positively related to principal efficacy on managing school facilities, and the age of principals did not related to any of the principals self-efficacy subscale.
